Injured Civillians

Not major characters in the film, but from when Tetsuo goes on his
rampage in the streets. The one in the blue shirt stood on a car saying
"he's not Akira"! in contradiction to the other fellow next to him who
consequently pushed him off onto the ground.
The improvised chara on the right is obstructed by BG/FG cel(s).
